Abstract (Translated):
This discussion paper presents the main technical approaches and business models for sharing infrastructure, focusing on the telecommunications sector. Additionally, through literature review and analysis of news from specialized media, the main benefits, problems and challenges associated with sharing infrastructure are listed; regarding Brazil the difficulties of cross-sector infrastructure sharing are divided by sector (telecommunications and energy, gas, roads and railways and sanitation). In order to evaluate best practices, an international benchmarking is carried out with successful experiences from Portugal and England. The main results that emerge from the analysis highlight the prominence of infrastructure sharing in a context of accelerated technological evolution, in addition to pointing to several adversities such as the lack of coordination between different governmental spheres (regarding land use and occupation by telecommunications infrastructure) and the absence of regulation for specific sectors at the national level.
