Abstract: 
This study is to investigate whether the village financial system (Siskeudes) can realize governance. This test was carried out using the success model of the DeLone and McLean system. The success model consists of the dimensions of system quality, information quality and service quality, organizational effectiveness and user satisfaction and governance. The analysis was performed using the structural equation model PLS. The test was conducted on 224 village apparatuses using Siskeudes. The results showed that the information quality and system quality have positive effects on organizational effectiveness and user satisfaction. Service quality has a positive effect on organizational effectiveness but it does not influence job satisfaction. Organizational effectiveness is shown to have a positive effect on governance. The results of the study can be used as a reference for researchers in the government sector specifically related to the system and can also be used as a guide in policy making in the world of practice.
