Abstract:
Die Reform des Gebäudeenergiegesetzes zielt darauf ab, den Anteil erneuerbarer Energienim Gebäudebereich zu erhöhen. Die vorgesehenen Maßnahmen, insbesondere der forcierteEinsatz von Wärmepumpen, sind jedoch ökologisch ineffektiv, da mögliche CO2-Einsparungenim Rahmen des nationalen Emissionshandelssystems keinen Effekt auf die gesamteEmissionsmenge Deutschlands haben. Der Einsatz von Wärmepumpen erfordert bei vielenBestandsbauten hohe Investitionen, wodurch die durch die Gebäudeheizung erzielbarenCO2-Einsparungen wesentlich teurer sind als in anderen Bereichen. Schließlich steht derdirigistische Ansatz des Gesetzentwurfs im Widerspruch zu dem ordnungspolitischen Konzeptder sozialen Marktwirtschaft.
Abstract (Translated):
The reform of the Buildings Energy Act is intended to increase the share of renewable energies in the heat sector. But theproposed measures (among which the promotion of electric heat pumps figures prominently) are ecologically ineffective. They will notdecrease the total amount of CO₂ emissions in Germany, which are already subject to the caps of national and European emissions trad-ing systems. Installing heat pumps in the building stock will require high investments and thus make any emission reductions in the heatsector much more expensive than in other sectors. Furthermore, due to its command-and-control approach, the bill is incompatiblewith the central principles of the German Social Market Economy.
