This Discussion Text aims to analyze the initiatives of the states for agriculture and agrarian organization in Brazil. We use open data, mainly from public transparency portals and consultations on websites of entities involved with policies. Policies, plans, programs, or actions are identified in all states, as well as their objectives, target audience, and amounts allocated (including transfers from federal government). We identified discontinuities in initiatives, confusion between policies, plans, programs, and projects. Furthermore, data availability covers a short period of time and policy evaluations are not disclosed. The comparison of the allocation level of each state, as well as transfers from the Union, show divergences in the face of expectations of equity in the development of states and small family farming. Expenses in relation to the selected variables (e.g.: production value, total area, and total state expenses) indicate low direct allocation to farmers and more in administration. The values are concentrated on supporting production, while the agrarian organization, which structures establishments and provides infrastructure in the countryside, has received low budget.
