Abstract: 
Die andauernde Kontroverse zwischen Regierung und Opposition um vorgezogene Parlamentswahlen blockierte die Demokratisierung und wirtschaftliche Entwicklung des Landes. Vermittlungsversuche der EU scheiterten vor allem an mangelnder Kompromissbereitschaft des Regierungslagers. Wie in der Vergangenheit kam es im Vorfeld der geplanten Wahlen zu vermehrten Menschenrechtsverletzungen.
Abstract (Translated): 
The ongoing controversy between the government and the opposition over early parliamentary elections blocked the country's democratization and economic development. Attempts by the EU to mediate failed mainly due to the government camp's lack of willingness to compromise. As in the past, human rights violations increased in the run-up to the planned elections.
